Purpose
J. Scott Cole Legacy Scholarship celebrates the life and legacy of J. Scott Cole, PE, CPM, and the positive impact he had on the Charlotte Community through his leadership at NCDOT and RS&H. The Scholarship will reduce financial barriers for students pursuing an undergraduate degree in Civil and Environmental Engineering or a MS in Civil Engineering with a concentration in Transportation . Please join the Cole Family, dear friends, and RS&H in making a gift in honor of Scott.
Acknowledgment
Born in Indianapolis, Indiana, to the late Gene Porter Cole and Louise Cousar Cole, Scott grew up in Charlotte attending Good Shepherd Lutheran Church. He attended Cotswold Elementary and Randolph Junior HS and graduated from West Charlotte HS, class of 1982. Scott earned his BS in civil engineering at NC State University. Scott and his wife, Susan (Wilberg), grew up together in the Cotswold area and were happily married for 36 years. Among their common interests they shared a love of the outdoors.
Scott served the public as a licensed Professional Engineer with the NC Dept. of Transportation - Division of Highways for 30 years. He was selected to establish and oversee the Traffic Operations Center and Incident Management Patrol in Charlotte. At his retirement, Scott was the Division Engineer at Division 10, overseeing five counties, including Mecklenburg. He completed over 300 projects, led 450 employees, and commandeered a $1.5B budget. Additionally, Scott served as the NCDOT representative on the Charlotte Regional Transportation Planning Organization technical board and was a member of WTS International, dedicated to advancing women in transportation.
In recognition of his leadership and service, Scott was awarded the Order of the Long Leaf Pine, which was conferred at the direction of Governor Roy Cooper. This prestigious award honors individuals who provide exemplary service that has made a significant impact on communities within the state of North Carolina.
Scott joined RS&H in 2019, bringing dedication and extensive technical expertise to make an impact on a long list of projects, either by serving as Technical Lead, Project Manager, Senior Advisor, or Project Director. A few of these projects included US 74 Corridor Improvement Strategy, I-77 South Express Lanes, NCDOT’s Locally Administered Project process improvement, US 74 Express Lanes, and countless mobility plans, intersection projects, interchange conversations, among many others.
