Hall-Fisher Memorial Scholarship

The brothers of Pi Kappa Phi Fraternity, led by UNC Charlotte alumni Darryl Kellough and Joey Byrd, wish to acknowledge the life of civil servant leadership of fallen brothers by establishing this scholarship to honor Steven Lindo Hall and Robert William "Bill" Fisher. Darryl Kellough and Joey Byrd also wish to acknowledge the work of Steven's brother, Mark, a UNC Charlotte alumnus and Pi Kappa Phi fraternity brother. 


Steven Lindo Hall was born in Charlotte, NC in 1963 and passed away March 27, 2018, after a lengthy battle with cancer. He graduated from UNC Charlotte in 1985 with his degree in Criminal Justice, where he was a brother of Pi Kappa Phi fraternity. He married Jennifer Mowery Hall, in 1987 and they have two children, Miller and Tucker. Steven joined the Greensboro Police Department as his first job after graduating. One of his first assignments was with the Greensboro Housing Authority, where he worked to serve the families in underprivileged neighborhoods in the city. While on that assignment, he worked with Congressman Howard Coble and the Police Department to form a youth basketball league in the area. In 1988, Steven worked with a group of men from the High Point area to found the High Point Little League, where he was a volunteer coach. Throughout his work life, he remained loyal to Pi Kappa Phi as an advisor to both the UNC Greensboro and High Point chapters. He was a member at Christ United Methodist Church, where he often served on the multiple boards and served as a Sunday school teacher, and an Upward basketball coach. In 2006, he received orders to deploy to Afghanistan where he served two tours of duty and earned a Bronze Star. He retired from the Army in 2014. He loved children and devoted most of his service, time, and energy to their safety, wellbeing, and happiness. He loved his country and was willing to give his life every day for its prosperity. He thought of others before himself and taught his children to do the same. He cared deeply for his wife, parents, and siblings and worked for their security. And he loved God, as everyone who met him could see from the joy in his face.


Robert William "Bill" Fisher, Jr. passed away at age 55 on November 11, 2017. Born June 18, 1962, in Rowan County, he was a 1980 graduate of East Rowan High School and earned his Degree in Criminal Justice from UNC Charlotte in 1985. He began his career as a Youth Counselor Technician at Stonewall Jackson School in 1986. In 1987, he joined North Carolina Department of Public Safety as a Probation and Parole Officer, later becoming an Electronic House Arrest Officer, Intensive Probation Officer, and ultimately, Chief Probation Officer, from which he retired in November 2014. At the time of his retirement from NCDPS, he was the recipient of the Cardinal Award from Governor Pat McCrory, in recognition of dedication and outstanding service as an exemplary employee of the State of North Carolina. Bill was an active member of First United Methodist Church in Salisbury and Pi Kappa Phi Alumni Association. He is survived by his parents and his wife, Kelly Callahan Fisher, whom he married in 2005, and their children, Delaney, and Declan. The purpose of the Fund is to provide an annual scholarship to a Criminal Justice major who best meets the criteria stated in the donor agreement.
